NOTICE OF THE INTERNATIONAL TENDER PROCEDURE FOR THE PREPARATION OF THE BEST BUSINESS PLAN OF THE ŠIAULIAI FREE ECONOMIC ZONE AND THE STATUS OF THE ZONE AND THE SELECTION OF THE GROUP OF FOUNDERS
The Government of the Republic of Lithuania hereby announces an international tender procedure for the preparation of the best business plan of the Šiauliai Free Economic Zone and the status of the zone and the selection of the group of founders (hereinafter referred to as the “Tender Procedure”). The winning founder or group of founders will have to set up an Šiauliai Free Economic Zone management company (hereinafter referred to as the “Company”), which will sign with the institution authorised by the Government of the Republic of Lithuania a framework agreement on the functioning of the Šiauliai Free Economic Zone for a term of 49 years and will be responsible for attracting investors who would establish industrial and/or service companies and create new jobs in the zone.
The Company will have the right to grant a permit for the economic entity’s operations in the zone, to sub-lease to companies operating and registered in the zone the land leased to the Company, to set up service companies in the zone, to set financial terms and conditions for the sublease of land and real estate and provision of mutual services, etc. A detailed list of the Company’s rights and duties is provided in the legislation of the Republic of Lithuania regulating free economic zones.
Tenderers are invited to submit their documents at the Ministry of Economy of the Republic of Lithuania situated at: Gedimino Ave. 38, Vilnius.
The acceptance of tenderers’ documents ends on 25 March 2013, at 14:00. The envelopes will be opened on 25 March 2013, at 14.15, at the address: Gedimino Ave. 38, Vilnius.

To secure the validity of the tender, the tenderer must submit a Tender Security. To secure the validity of the tender, each tenderer shall submit to the Organiser of the Tender Procedure one of the following:
– an unconditional and irrevocable guarantee issued by a Lithuanian or foreign bank having an international rating not lower than Baa3/BBB-;
– a surety bond issued by an insurance undertaking belonging to the group of insurance undertakings, the insurance undertakings or their subsidiaries of which are registered and carry out their activities in at least four EU Member States, and insured pursuant to the rules approved under the established procedure. The Organiser of the Tender Procedure has the right to get familiar with the surety bond insurance rules.
Before submitting its tender, the Tenderer may request the Organiser of the Tender Procedure to confirm that the latter agrees to accept the proposed Tender Security.
The value of the Tender Security amounts to LTL 100,000.00 (one hundred thousand litas). The Tender Security must be valid for 90 calendar days after the deadline for the submission of tenders. In the event that the implementation of the Tender Procedure continues for a period exceeding 90 calendar days after the deadline for the submission of tenders, the tenderers wishing to further participate in the Tender Procedure are required to extend the validity of the Tender Security for 30 calendar days. The number of extensions of the validity of the Tender Security is not restricted, and the Tender Security must be valid for the entire Tender Procedure period.
