Consular Certificates

A consular certificate is an official document confirming information about a citizen of the Republic of Lithuania, including their rights, status, or other related information, based on data from the state registers and information systems of the Republic of Lithuania, documents issued by competent Lithuanian authorities, or information provided by those authorities.

The Embassy may issue the following consular certificates to citizens of the Republic of Lithuania:

  • Certificate of marital status
  • Certificate confirming there are no legal impediments to marriage
  • Certificate of Lithuanian citizenship
  • Certificate regarding a criminal record or ongoing pre-trial investigation
  • Certificate concerning a vehicle registration certificate issued in Lithuania
  • Certificate concerning a driver's licence issued in Lithuania
  • Certificate of declared place of residence

IMPORTANT: Applications for a consular certificate may be submitted in person or by mail.

Applying by Mail

Please submit the following documents:

  • A completed and signed Application for the Issuance of a Consular Certificate.
  • A notarized copy of a valid Lithuanian identity document (passport or national ID card).
  • A prepaid return envelope (e.g., Canada Post Xpresspost) for mailing the completed certificate to the address you specify, unless you intend to collect it in person at the Embassy.

Before visiting the Embassy in Ottawa, you must book an appointment online.

Processing Time

A consular certificate is issued within three working days from the date the consular fee payment is received by the Embassy.

If the information required to issue the certificate is not available in the relevant information systems, the certificate will be issued within three working days from the date the Embassy receives the necessary document from the competent authority of the Republic of Lithuania.
