Renewal of personal documents at the External Service Centers in Canada

From March 10, 2026, Lithuanian citizens residing in Canada may submit applications for the issuance or renewal of personal identity documents through the external service provider VFS Global centers:

  • Toronto – Unit 801, 8th Floor, 415 Yonge Street, Toronto, ON, M5B 2E7
  • Vancouver – Unit 440, 4th Floor, 580 Hornby Street, Vancouver, BC, V6C 2E7

From April 20, 2026:

  • Edmonton – Unit #1802, Tower-102-A, 10025-102A Avenue NW, Edmonton, AB, T5J 2Z2

Applications at VFS Global Centers are accepted ONLY for:

  • Issuance or renewal of an identity card (ID card).
  • Renewal of a passport, when simultaneously applying for the issuance or renewal of an ID card (ID card + Passport).

These services are available only under the following conditions:

  • Your personal data has not changed.
  • You or your child already has Lithuanian personal identity document (passport or ID card). The document may be expired.

VFS Global centers DO NOT accept applications for:

  • Passport issuance or renewal only;
  • First issuance of a personal identity document for a child;
  • First issuance of a personal identity document after acquiring Lithuanian citizenship;
  • Issuance of a new identity document to replace the only previously held but lost document;
  • Issuance of a temporary travel document or temporary passport;
  • Changes to name, surname, date of birth, place of birth, gender, or personal identification number in an identity document.

Steps to Obtain New Personal Identity Documents Through a Selected VFS Global Center in Canada

1) Submit an electronic application through the Lithuanian Migration Department’s MIGRIS system

Create a new account or log in to your existing MIGRIS account via Migration Department of the Republic of Lithuania website (click here). Use your email address or identify yourself through the electronic government gateway.

If you are unable to log in, please follow the account registration instructions in Lithuanian (click here).

Complete the application using Lithuanian characters (ą, č, ę, ė, į, š, ų, ū, ž).

In the application, select your preferred VFS Global center in Canada.

If you are unable to submit the application, follow the instructions in Lithuanian (click here).

Embassy staff will conduct a preliminary review and approve the application (if the data is entered incorrectly, you will receive a notification to correct it).

2) Visit your selected VFS Global center in Canada

Once you receive an email notification confirming that you are eligible to apply, register for an appointment on the VFS Global website (click here).

During your visit, you will submit original documents and provide biometric data.

Children aged 2 and older must attend in person (for children under 2, it is sufficient to bring a photograph).

3) Collect your newly issued document

You may collect the issued document at the VFS Global center or have it delivered by courier.

4) Activate your new document

Unactivated documents are invalid.

  • If you collect the document at the VFS Global center, it will be activated by a center employee.
  • If you receive the document by courier, you must activate it yourself through your MIGRIS account.

Fees

The same consular fee applies when renewing documents through a VFS Global center as at the Embassy.

In addition, a VFS Global service fee applies, and if ordered, additional service fees. VFS Global fees are listed on their website (click here).

Approximate Consular Fees

(Payable at the VFS Global center during your visit in Canadian dollars (CAD) according to the established exchange rate)

  • ID card (adults and children): €140
  • Passport + ID card (adults): €200
  • Passport + ID card (minors under 18): €130
