The Conference is dedicated to the 20th anniversary of the Lithuanian Independence Movement Sąjūdis, the Popular Fronts of Estonia and Latvia, and the 40th anniversary of the Prague Spring.
The Conference is held in Vilnius as it came historically that the fight of European nations against the soviet oppression after the WWII, started by partisan armed resistance and followed by the Hungarian revolution, led to the collapse of the Soviet Union in 1991, which was not without Lithuanian inducement.
